Delegate Fast moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

"A Bill to amend and reenact §31-2A-2 of the Code of West Virginia, 1931, as amended, relating to promoting railroad safety and community safety during railroad crossings of parades by prohibiting a railroad company from utilizing a crossing during a parade or sanctioned celebration."
